About Dominica and its flag
Dominica’s national flag places the island’s Sisserou parrot inside a red roundel at the centre of a triple-coloured cross. Flag design and meaning
The flag has a forest-green field with a cross made from yellow, black, and white bands running both vertically and horizontally. A red circular emblem lies over the crossing point, containing a Sisserou parrot standing on a twig and surrounded by ten lime-green stars.

History and adoption
Government material says that Alwin Bully designed the original flag in early 1978 as Dominica prepared for independence. It states that the flag was legally established by the National Emblems of Dominica Act 1978, Act No. 18, and identifies 3 November 1988 with the design in use today.
