About Estonia and its flag
Estonia’s Flag Act identifies blue, black and white as the Estonian flag and says it serves both as an ethnic and a national flag. The Act fixes the bands and ratio, while the President’s office describes the same blue-black-white banner as the state flag.
Flag design and meaning
Three equal horizontal bands form a blue-black-white tricolour, with blue at the top. The statutory hoist-to-fly ratio is 7:11. When displayed vertically, the Act requires the blue band to be on the observer’s left.
- Blue band: At a 2021 flag ceremony, the President of the Riigikogu presented blue as carrying faith and hope for Estonia’s future.
History and adoption
Estonian students first used the blue-black-white banner for their university association, and it was consecrated at Otepaa on 4 June 1884. The colours became the state flag by a Provisional Government resolution of 21 November 1918. The President's office records that public use was suppressed after the 1940 Soviet annexation before returning in 1987-88.
How to recognise this flag
- Check the order carefully: blue is uppermost, black is central and white is lowest, with all three bands equal.
- For a vertical display, blue should appear on the viewer’s left, as required by the Flag Act.
