Flag design and meaning

The upper and lower bands are cobalt blue and the central band is white. In its standard legal form, the centre carries the national arms: a gold-edged equilateral triangle containing an isthmus, five volcanoes, two seas, a rainbow and a liberty cap, with circular wording outside.
