Flag design and meaning

Three equal horizontal stripes run white, blue and red from top to bottom. A red early-Gothic shield, bearing a white double cross above three blue hills, sits in the hoist half. The shield is half the flag’s height; a narrow white trim separates it from non-white fields, and the emblem has no outline.
