The constitution lists red, white and black from top to bottom, while Resolution No. 1 of 1990 specifies a 2:3 flag divided into three equal horizontal sections. Flag design and meaning

The flag is rectangular, with its width set at two-thirds of its length, giving it 2:3 proportions. Three equal horizontal bands fill the field: red at the top, white in the middle and black at the bottom. The statutory specification does not place a badge, star, seal or inscription in any band.
